Smart, stubborn, doesn't trust easy... which is fair, given how the city's treated her. When she talks, half the screens in the room flicker. Cal's stuck with her now. Good luck to him.
Cal Rowe
Owes Rook a debt he can't shake. Used to work routing for the Tidewall Authority before something went wrong and fifteen people died. Looks like he's been carrying that since before the paperwork dried and still hasn't put it down. Keeps saying he's just trying to get paid. Nobody believes him, including him.
Rook
Used to have a partner. Doesn't talk about it. Trades in favors now, not credits. Built like a brick shithouse with a smile that says he already knows what you owe him. If you're in trouble in Nuevo Bay, you talk to Rook. If you're really in trouble, you pray he likes you.
Sister Mira Kassis
Runs diagnostics in a rectory basement with air-gapped equipment and no network connection. Doesn't ask why you can't go to a real clinic. Doesn't need to. Stern enough to make you feel like you're in trouble, protective enough that you're glad she's there.
Anaïs Del Sol
Keeps the paper trail that NetSure keeps trying to delete. Works the Atlas Heights insurance archive like she's guarding a crime scene, because she is. Precise, weary, and quietly furious in a way that never raises her voice. Hands you a suppressed recall draft like she's been waiting years for someone to show up and take it.
Daisy
Street name only. Runs deliveries through the blue lanes: heart pills for Miss Anna, messages nobody else will touch, whatever can't go digital. Reserved, introverted, always on a timer. Don't get in her way when she's moving.
Tomi "Crane" Sato
Works the e-waste yard and nitrogen labs where they test the hardware before it goes in your head. Loud, transactional, and grins like he already knows what you need before you ask. Has a dev dongle and a QA whiteboard that says 'Ship w/o throttle, fix in OTA.' Everything has a price. He'll name his.
Abigail
Co-op worker. Comes in after a shift looking like she put out three fires with her hands and got paid for one. Orders a Dirty Bastard, drinks it like she hates herself, leaves. Does it again tomorrow. Still shows up.
Marshal Imani Greaves
Runs the Transit Control Hub under Kusanagi-Mitsui oversight. Follows every rule in the book and knows the rules don't work. Has system logs showing spike patterns that correlate to specific lot numbers, including Juna's. Procedural, exhausted, and rule-bound in a way that might just save your case if you ask the right questions.
