A decade of escalating climate catastrophe. The storms don't stop. The money runs out. The corporations show up with contracts.

AGENT M // Every structural failure in Nuevo Bay traces back to this decade. Not to the storms - to the decisions made while people were still underwater.

1990

First Major Event

Category 5 hurricane stalls over the Chesapeake for 72 hours. Portsmouth takes catastrophic flooding. Federal disaster relief is slow and insufficient. First corporate 'recovery partnerships' proposed.

1992–95

Escalation

Annual major flooding becomes the norm. Storm surge heights increase 40% over pre-1990 baselines. Municipal budgets collapse under repeated emergency costs. An estimated 180,000 people are displaced across the four towns.

1996–98

Municipal Bankruptcy

Portsmouth declares bankruptcy in '96. Port Lydon follows in '97. St. Isidore Parish and Mariner's Reach merge emergency services, declare joint bankruptcy in '98. The federal government designates the region 'economically non-viable for independent recovery.' Corporate consortiums begin land acquisition.

AGENT M // That federal designation is the key. Once they said 'non-viable,' they opened the door for everything that came next. Language matters.

1999

National Revitalization Zone Act (NRZA)

Passed with near-unanimous bipartisan support as emergency legislation. Creates the legal framework for federal revitalization zones, disaster-impacted regions carved out as federal districts eligible for corporate-administered recovery. Major cities like New York, LA, and DC get direct federal rebuilding. Secondary areas get zoned out for corporate bids. The act is rushed through Congress full of holes that will be exploited for decades.

AGENT M // Near-100% pass rate. Bipartisan. Urgent. Nobody read the fine print because the water was still rising. Every loophole the NBCA uses to funnel federal funds traces back to this document.

1999–2000

Emergency Consolidation

The Chesapeake coastal region is formally designated as a federal district under the NRZA, carved out of Virginia like a second DC. 'Temporary' corporate administration of emergency services begins. Residents packed into emergency housing. Municipal assets sold to cover debts. First iterations of what will become the Harbor Recovery Compact.

AGENT M // A federal district. Not a city. Not a county. Federal land, administered by corporations under a federal act. That distinction matters. It's why I have jurisdiction.

ERA-2

2001 – 2012

The Annexation

INFRASTRUCTURE CRITICAL

Corporate recovery becomes corporate ownership. Four towns become one city. The name changes. The power doesn't transfer back.

AGENT M // The HRC is the origin story Nuevo Bay tells itself. Four corporations formed a 'miracle of cooperation.' Ground truth: tax shelter disguised as urban renewal. The merger is the crime. Everything downstream is consequence.

2001

Harbor Recovery Compact (HRC) Established

Multi-corporate partnership formally created. Led publicly by NetSure Solutions - a front company. Actual operations handled by Netsurge MicroComm and subsidiary contractors. State-level tax shelter legislation passed under the 'Coastal Recovery Incentive Act.'

2004–08

The Annexation & Consolidation Act

Legal framework for forced municipal merger drafted over four years. 'Urban renewal' marketed as cooperative miracle. Residents given minimal input on merger terms. Original town councils dissolved, replaced by corporate-appointed transition boards.

2008

Nuevo Bay Created

The ACA is signed into law. Portsmouth, Port Lydon, St. Isidore Parish, and Mariner's Reach legally cease to exist. Nuevo Bay is created as a unified corporate-administered city. Original neighborhoods retained as 'legacy districts.' A marketing term.

AGENT M // This is the date. Everything before it is prelude. Everything after is living with the consequences.

2008–10

Tidewall Bonds & Broken Promises

Tidewall Bonds (Series A–C) issued to finance a massive flood barrier system. Six segments planned. Construction begins on Segments A, B, and C. The Old Causeway Loop maglev line is proposed as the city's arterial spine.

2010–12

Infrastructure Stalls

Tidewall construction stalls halfway - Segments D through F are never built. The Old Causeway Loop maglev is completed but abandoned when maintenance costs exceed projections. 'Revitalization Zones' designated in Atlas Heights and Neon Han core. Outmarch and Tidewall communities excluded from benefits.

AGENT M // This is when the blue lanes appear. Coverage gaps in the network rollout get culturally mapped by couriers and maintenance workers. The system's failures become the city's infrastructure.

ROOK

Rook Begins

A twenty-year-old dock runner starts learning to navigate the gap between corporate promises and street reality. Begins trading favors instead of credits - more reliable currency in a city where the rules keep changing.

2012

ROOK

Rook Becomes a Fixer

Transitions from dock runner to independent operator with a partner. Controls access to pawn networks, couriers, quiet routes. Reputation builds as someone who gets people through doors that don't open for honest people. The partnership doesn't last. What happened to the other one is a question people learn not to ask.

AGENT M // 30+ year operational history by the time of this report. No augments. Writes everything down. Treat as infrastructure.

2013 – 2025

Early Consolidation

GOVERNANCE COMPROMISED

The city stabilizes. Augments become mandatory in everything but name. The proof economy locks in. The cage gets comfortable enough that people stop noticing the bars.

AGENT M // This is the era where the systems that define Nuevo Bay calcify. BAD, the proof economy, augment compliance, OCR - none of them were inevitable. All of them were choices made by people who profited from them.

2013

Cal Rowe Born

Born in Neon Han sector. Grows up during the 'stabilization' period. Learns routes before laws. Witnesses the city's uneven development firsthand.

2015

Baseline Augment Dividend (BAD) Launched

Monthly financial stipend for residents within Revitalization Zones. Covers the baseline augment package - three implants that every working-age citizen is expected to have. 'Voluntary' in legal language. Mandatory in practice. Outmarch and Tidewall communities rarely qualify.

2016

JUNA

Juna Park Born

Born in a smaller coastal city, not Nuevo Bay. Post-Storm Decade generation - no personal memory of the crisis that built this city. Grows up in an era where augments are just how things work.

2017

Office of Claims & Resilience (OCR) Established

Oversees corporate-backed compensation schemes. Compensation depends on provable contribution or loss - the proof economy formalized. Notorious for red tape and denial automation.

AGENT M // The proof economy is the quiet one. Nobody riots over paperwork. But it decides who eats and who doesn't.

2018–22

Augment Economy Normalizes

Entry-level commlink implants become a de facto job requirement. Insurance tiering based on augment compliance. First lawsuits over implant-related injuries settled quietly under NDA. Without augments, you can't work most jobs, access most services, or authenticate your identity.

2020–25

Cal's Education & Early Work

Learns routing and navigation - analog maps, paper records, crowd dynamics. Gets exposure to Tidewall Authority operations. Develops an awareness of optimization logic and its systemic costs that will define his later career.

2025 – 2041

Mature Nuevo Bay

ACTIVE CRISIS

The augment economy reaches saturation. Netsurge ships broken firmware. People start dying. The city keeps running. This is where the pattern becomes undeniable.

AGENT M // This is the era I was sent to document. Everything before 2040 was reconstruction from archives and interviews. From January 1st forward, I was present.

2025–30

Augment Ubiquity

Roughly 78% of the working-age population has commlink implants by 2028. Netsurge MicroComm dominates market share. Quality control issues documented internally but never disclosed. 'Ship with dev firmware, fix in OTA update' becomes standard practice.

2032–34

The Unthrottled Batches

Netsurge ships several batches with dev-mode firmware left enabled. Carrier signal routing operates without safety limits. Early casualties begin - pacemaker crashes, traffic system glitches, isolated deaths. Internal risk assessment classifies these as 'acceptable externalities.' Legal suppression begins.

AGENT M // This is the crime. Not a single event - a policy. 'Ship without throttle, fix in OTA.' Somebody wrote that on a whiteboard and nobody erased it.

2032–36

CAL

Cal Works for the Tidewall Authority

Junior routing analyst. Performs a routine deprecation order during what's framed as a maintenance event. Sweeper units execute the order. Fifteen people die. Cal quits in 2036. Struggles with what he was part of.

AGENT M // He wasn't a Sweeper. He filed paperwork. The distinction matters to him. Whether it should is a different question.

2037–38

CAL

Cal Becomes a Private Investigator

Opens a private investigation practice. Specializes in analog methods - paper trails, physical surveillance. Avoids augment-heavy work. Builds a reputation for follow-through and ethical boundaries. Not fast. Not cheap. But he finishes what he starts.

2034–35

Federal Oversight Established

Word reaches DC that a federal district 150 miles from the capital is being run as a corporate cartel. A bipartisan congressional group with presidential support establishes the National Revitalization Zone Act Investigative Office under the Department of Housing and Urban Development. Mandate: investigate all active revitalization zones, assess whether the NRZA's terms are being met, evaluate conditions for reversion to civilian governance.

AGENT M // They gave us a mandate and a filing cabinet. Not enough staff, not enough budget, not enough teeth. But the jurisdiction is real. Central Concord is federal land. HUD doesn't need to ask permission.

Jan 1, 2040

Agent M Deployed to Central Concord

After years of combing through reports from DC, the NRZAIO determines that paperwork alone is insufficient. A field agent is deployed to Central Concord for direct investigation. Arrives New Year's Day. Begins building a case file from the ground: corporations, districts, factions, civic deterioration, individual impact cases.

AGENT M // Twenty-two months on the ground by the time this report matters. Long enough to know the city. Not long enough to have given up on the report changing something.

2038–40

JUNA

Juna Before Nuevo Bay

Works as a paper courier in a smaller coastal city. Familiar with analog trust chains. No augments - not required for courier work. Mom gets sick. Debt corps start circling. Courier pay isn't enough anymore. Decides to move to Nuevo Bay for better opportunities - and because Rook is there, the only connection to her father she has left.

Sept 2041

JUNA

Juna Arrives in Nuevo Bay

Purchases an entry-level augment package to stay competitive. Commlink implant plus basic biometric suite. Budget-tier package because she's broke and desperate - higher likelihood of receiving hardware from an unthrottled firmware batch. Implant installed at a licensed clinic. Everything seems normal.

Sept 2041

JUNA

First Spike

A bus HUD reboots near her. Minor traffic disruption. She feels intense pain and assumes it's the adjustment period. The incident isn't reported - it seems too minor, and she's embarrassed. The spikes get worse. She tries to self-manage. Keeps distance from people. Avoids crowded areas. Doesn't know anyone in the city. Doesn't know who to trust.

AGENT M // She was alone for weeks. Every spike made her pull further in. The guilt compounds - she thinks she's the problem. She's not. But she doesn't know that yet.

Crisis Point

Vending bot malfunction. Traffic signal cascade. Crane safety system glitch - a near-miss. She can't control it. She can't stop it. Desperate, scared, isolated.

Rook Intervenes

Rook's been watching her since she arrived. She's his dead partner's daughter - the one he swore to keep out of this city. He's seen unthrottled firmware before. He knows what it does to people. He can't protect her himself without compromising both of them. So he calls in a debt to Cal Rowe - a life debt, from years back. Sets a meeting at a noodle kiosk in Neon Han.

First Contact

Tuesday evening. Cal meets Juna for the first time. Rook's instructions are simple: keep her alive. The first major spike hits while they're standing in the street. They don't know each other. She doesn't trust him. He's not sure he can help. But he owes Rook, and Rook doesn't ask for things lightly.

AGENT M // This is where my report becomes observation rather than reconstruction. I'm here now. Watching. Taking notes. Not sure how this ends.
